ESAWAS and PASA formalise partnership

ESAWAS and the Pan-African Association of Sanitation Actors (PASA) have signed a 3-year Memorandum of Understanding (MoU) to strengthen the enabling environment and operations for sanitation actors under formalised regulatory arrangements to improve sanitation service delivery through the implementation of joint activities in areas of mutual interest.

The partnership is considered cardinal as WSS regulators integrate non-sewered sanitation into formalised regulatory arrangements. Non-sewered sanitation services have for a long time been provided by private sanitation operators that have not been regulated. ESAWAS has developed an Inclusive Sanitation Regulation Framework  (Sanitation-Regulation-Framework-and-Strategy.pdf (esawas.org)that recognises and incorporates the critical role of sanitation operators under a regulated approach. The cooperation between ESAWAS and PASA is formalised under mutual objectives to establish partnerships with other aligned/like-minded institutions with a goal of generating solutions to challenges in the sewered and non-sewered sanitation sector and deliver quality sanitation services across Africa.

This partnership will focus on 4 core areas;

1. Advocating for an enabling environment in terms of sanitation policies and regulations that remove barriers, encourage innovation, promote social inclusion and occupation health, and facilitate the success of initiatives in the operations of sanitation actors. 

2. Capacity Development with main focus on the beneficial role of regulation and enhancing the technical capability of sanitation actors.

3. Provision of technical assistance to sanitation actors with a focus on offering guidance and tools to enhance the business acumen of sanitation actors to promote sustainable service delivery.

4. Facilitating the design and development of innovative systems for data and operations that enhance business operations of sanitation actors and regulatory service monitoring through data strengthening.

5. Strengthening alignment of mutual partners in areas of interest to enhance work and support the execution of specified activities.

The MoU was signed by the ESAWAS Executive Secretary,Ms. Yvonne Magawa and the PASA General Secretary, Mr Shaka Bakabulindi.

PASA are a not-for-profit, non-political network of peers whose mandate is to strengthen and develop the sanitation value chain on the African continent.
